Hiroyuki Yoshikawa is the president of the International Professional University in Technology. He received his Doctor of Engineering degree from the University of Tokyo in 1964. He was an associate professor, professor, and the president of the University of Tokyo in 1966–1978, 1978–1993, and 1993–1997, respectively. He also served as a guest professor at Churchill College of the University of Cambridge in 1997–1998; the president of  the University of the Air (currently the Open University of Japan) in 1998–2000; the president of the National Institute of Advanced Industrial Science and Technology (AIST) in 2000–2008; and the director general of the Center for Research and Development of the Japan Science and Technology Agency in 2008–2022. He has been the president of the International Professional University of Technology since 2022.

Professor Yoshikawa is known for putting forward general design theory that unifies established design methods in individual fields such as architectural design and mechanical design.
