Scott Washburn, PhD, PE, is a Professor Emeritus in the Department of Civil and Coastal Engineering at the University of Florida. Dr. Washburn’s areas of expertise include traffic flow theory, traffic operations analysis, traffic simulation model development, development of traffic analysis and level of service computational methodologies and complementary software tools. Dr. Washburn is a former member of the Highway Capacity and Quality of Service Committee (HCQSC) for the Transportation Research Board and is a Fellow of the American Society of Civil Engineering. He is the developer of the HCM-CALC, LOSPLAN, and SwashSim software packages. Dr. Washburn is the lead author of the two-lane highway analysis method (Chapter 15) in the 7th edition of the Highway Capacity Manual. Dr. Washburn is co-author of the textbook “Principles of Highway Engineering and Traffic Analysis”.
