This book examines local government as the critical interface where citizens encounter the lived realities of democracy as effective or dysfunctional. It argues that the quality of democratic life is most tangibly expressed through municipal performance and the everyday experiences of communities.
Responding to this gap, this book offers a comprehensive and practice-oriented framework for understanding and improving local governance in South Africa. It integrates established theoretical perspectives with grounded, actionable insights drawn from municipal contexts, policy processes, and service delivery systems. It addresses key issues such as institutional capacity, accountability, participatory governance, and sustainable development, while emphasizing context-sensitive solutions.
Designed for students, policymakers, and practitioners alike, this work bridges the divide between theory and practice. It provides tools, case-informed analysis, and strategic approaches to enhance governance outcomes, strengthen municipal performance, and support inclusive, responsive, and sustainable local development in South Africa.
