This book presents the first comprehensive comparative study of nuclear safety governance in East Asia and Europe, offering a novel analytical framework for explaining why regional cooperation has achieved coherence in some regions—notably Europe—while remaining fragmented in others, such as East Asia. Drawing on insights from network governance, high‑reliability organization theory, and risk governance, the volume demonstrates how Europe’s WENRA‑centered model has fostered regulatory convergence and effective cross‑border crisis coordination without relying on supranational authority. By contrast, Japan, China, and South Korea continue to face persistent challenges of institutional fragmentation, political mistrust, and uneven regulatory capacity, despite shared risks and deep interdependence.
At the core of the book is a proposal for a TRM+‑centered governance architecture tailored to the political, institutional, and historical conditions of East Asia. The analysis identifies concrete pathways for harmonizing nuclear safety standards, strengthening emergency response coordination, and developing an epistemic infrastructure capable of sustaining long‑term regional cooperation. By integrating technical, political, and sociological perspectives, the book advances a new understanding of how regions can collectively manage transboundary technological risks and lays the conceptual groundwork for the emergence of a future “nuclear safety society” in East Asia.
Soocheol Lee is a Professor Emeritus at Meijo University in Japan and Visiting Researcher at Institute for Advanced Social Science of Waseda University in Japan. He earned his PhD from Kyoto University and has been researching desirable energy and environmental policy design for a sustainable low-carbon economy in Asia for over 30 years. Professor Lee has published numerous articles and books in this field and has led many projects supported by Grants-in-Aid for Scientific Research from the Japanese government. Prior to moving to Japan in 1994, he worked for the Federation of Korean Industry as a team leader of the Economic Research Department. He has served as a vice president of the Asian Association of Environment and Resource Economics (AAERE) and as a director of Environmental Economics and Policy Studies (SEEPS). He is currently an adviser to the Korea Environmental Economics Association.
Yanmin He is an Associate Professor in the Faculty of Economics at Otemon Gakuin University and concurrently in the Graduate School of Business Administration and Economics at the same university. She received her PhD in Economics from Kyoto University, specializing in economic dynamics analysis. Before joining Otemon Gakuin University, she served as a Research Fellow at the Institute of Economic Research, Kyoto University. Her research focuses on environmental and energy policy in East Asia, with particular attention to the social and economic systems required to achieve sustainable development from both theoretical and practical perspectives. She has published widely in these fields. Her books include Resource Tax in China (Kyoto University Press, 2015) and Urban Waste and Environmental Governance in China (Koyo Shobo, 2018).
Hyelim You is an Associate Professor in the Faculty of Management at Nagoya University of Commerce and Business (NUCB), Japan. She received her PhD from the Graduate School of Law, Kyoto University, where she was awarded the Outstanding Doctoral Dissertation Award in 2016. Her research focuses on the formation and transformation of institutions, governance, and systems in the areas of trade and the environment. In particular, she examines nuclear safety governance in East Asia, international institutions and policy frameworks related to climate change, and the relationship between environmental issues and international trade. She has published in peer-reviewed journals and contributed chapters to volumes published by Routledge and Springer.
Kiyoshi Fujikawa is a Professor at the Faculty of Economics, Aichi Gakuin University, Japan. His research interests are diverse, including environmental economics, international economics, development economics, public finance, and social security theory. He has published his research in peer-reviewed academic journals such as Economic Systems Research, Environmental Economics and Policy Studies and Sustainability. He holds a PhD in economics from Kobe University in Japan. He had worked at the Department of Economics and Social Affairs in the United Nations before teaching in Japan. And he had served as the President of Pan Pacific Association of Input-Output Studies.
