The management of flood events is part of society’s overall approach to dealing with natural disasters. The interdisciplinary linkage of key topics and the integration of perspectives from different stakeholders enable more effective and coordinated flood emergency management. The structure chosen for this book is intentionally designed for a broad readership in order to reach these various actors with different professional backgrounds.
Successful and effective flood emergency management requires thorough preparation for a range of flood scenarios. This also includes a well‑founded analysis of the flood event itself and the associated emergency management measures before, during, and after the event. Although every flood event has its own specific characteristics and depends on a wide variety of meteorological, hydrological, spatial, and, not least, socio‑political conditions, fundamental insights can nevertheless be derived from the respective flood emergency management strategies and measures.
Professor Dr. Robert Jüpner has been a professor of hydraulic engineering for more than 27 years. In 2007, he was appointed as head of Hydraulic Engineering and Water Management Department at the RPTU University Kaiserslautern-Landau, Germany. His research focuses on various aspects of flood risk management. He gained specific expertise through his long-term involvement in flood emergency management boards and structures since 2002.
Prof. Dr.-Ing. Alexandra Schüller is an endowed professor at the University of Applied Sciences Koblenz, funded by the Federal Institute of Hydrology, Germany, and a guest investigator at Woods Hole Oceanographic Institution, USA. She previously worked in public water management administration, beginning in 2012, and completed her doctorate on operational flood protection in 2022. During the flood disaster in the Ahr Valley in 2021, she served on the crisis management team and was later seconded to the state-level disaster management agency. Her research focuses on reconnaissance, flood emergency management and riverine and coastal resilience.
