This book introduces a Program Technology Evaluation Framework for selecting digital technologies for library program evaluation and provides detailed guidance on implementing KoboToolbox for program evaluations. Libraries increasingly rely on monitoring and evaluation to demonstrate impact, improve services, and support evidence-based decision-making. However, selecting appropriate digital technologies for program evaluation remains challenging, particularly for libraries with limited resources and varying levels of evaluation maturity. To address this challenge, the Program Technology Evaluation Framework helps libraries assess and strategically select evaluation technologies based on evaluation needs, library context, and evaluation context. Drawing on real-world implementations, the author provides an in-depth assessment of the Project Outcome Toolkit and KoboToolbox against the Program Technology Evaluation Framework and demonstrates the application of KoboToolbox for immediate and follow-up evaluations of library business support programs. Varun Gupta is a Professor of Digital Innovation and Director of the Multidisciplinary Research Centre for Innovations in SMEs (MrciS) at Gisma University of Applied Sciences, Germany, and a Researcher at Universidad de Alcalá, Spain. He holds three doctorates in Organizational Engineering, Economics and Business Management, and Computer Science and Engineering and also earned an MBA, a Máster en Dirección Internacional de Empresas, a Master of Technology (By Research), and a Bachelor of Technology in Computer Science and Engineering. His past affiliations include University College London (UCL), University of Toronto, Leicester University, Lund University, Sapienza Università di Roma, Free University of Bozen-Bolzano, University of South-Eastern Norway, Poznań University of Technology, and Uniwersytet Szczeciński.  His research focuses on software engineering, digital innovation, technology adoption in SMEs, entrepreneurship, and international business management.
