Dr. Carter teaches courses in human resource management, organizational behavior, and leadership. Dr. Carter has published more than 40 articles, book chapters, and conference proceedings on human resources and assessment of student learning.\u003c\/p\u003e\r\n\u003cp\u003e\u003cstrong\u003eIoan David Legman \u003c\/strong\u003ereceived a Ph.D. in Engineering and Management at George Emil Palade University of Medicine, Pharmacy, Science and Technology of Targu-Mures.
