This book presents the proceedings of the Privacy Symposium 2025. The book features a collection of original and high-quality research works and professional perspectives on personal data protection and data governance. Combining legal and technological expertise, the authors of papers provide a forward-looking perspective on the interplay of EU Digital Laws, the convergence of international data protection frameworks, and challenges to data protection compliance that Artificial Intelligence (AI) introduces across common domains such as human resource management and banking. The carefully curated papers cover a broad range of topics, from data governance and information and communication governance at both EU and national levels, to international data transfers and AI governance, including the issues arising when training large language models (LLMs).

Sébastien Ziegler serves as Chair of the Europrivacy International Board of Experts in Data Protection, as President of the IoT Forum and IoT Lab, as well as Rapporteur on Research and Emerging Technologies for the Internet of Things and for Smart Cities at the International Telecommunication Union (SG20). Sébastien has a PhD in Management from the Faculty of Economy and Management of the University of Geneva, with a focus on Information Management Systems. He has an MBA in international administration (HEC Geneva), a Master in Science on Environment, and is graduated in International Relations (IHEI), with complementary executive education at Harvard (HBS), Stanford University, UC Berkeley and EPFL. He has served as Co-Director of the Master in Advanced Studies on the Internet of Things at the University of Geneva and has coordinated several European research projects related to personal data protection and emerging technologies. He is certified expert and lead auditor for ISO/IEC 27001, Europrivacy and EuroPriSe certifications.

Stefan Schiffner is Professor of Computer Science (Privacy and Data Protection) at Hochschule Bonn-Rhein-Sieg, University of Applied Sciences (H-BRS), appointed in September 2025. From October 2022 to 2025, he was Professor of IT Security and Computer Networks at the Berufliche Hochschule Hamburg. Since 2012, he has researched and taught privacy-preserving technologies at the University of Münster (WWU), the University of Luxembourg, and TU Darmstadt; from 2013 to 2017, he worked at the European Union Agency for Cybersecurity (ENISA). He studied computer science at TU Dresden and KU Leuven, earning a Diploma in Computer Science and a doctorate. His work bridges technical, social, and ethical dimensions of technology. He serves on the advisory board of Europrivacy, which maintains a certification scheme under Article 42 GDPR.

Lina Jasmontaite is a researcher and project manager at Archimede Solutions. A legal researcher specialising in personal data protection and the regulation of new technologies, she holds a doctorate from Vrije Universiteit Brussel (Research Group on Law, Science, Technology & Society), where she contributed, among other initiatives, to data protection and cybersecurity policy development in the EU, enhancing digital rights literacy and data protection in humanitarian action.

Adrian Quesada Rodriguez is a lawyer, mediator, and researcher specialized in personal data protection, regulatory science, and new technologies. A Privacy by Design Ambassador and Fellow of Information Privacy (IAPP), his professional experience spans research and compliance leadership in EU-funded projects (H2020 & Horizon Europe - Mandat International), digital policy, cybersecurity, governance (IGF Secretariat), and the aerospace sector (IATA/ACAE). He is a PhD. Candidate on Biomedical Engineering at the Universidad Politécnica de Madrid (Spain) with an academic background in Law (Universidad de Costa Rica), Telecommunications Economics (UNED, Spain), and International Law (IHEID, Switzerland). He currently serves as Director at UDG Alliance, as Associate Rapporteur at the ITU (ITU-T SG20 Q5), and as a member of the Europrivacy International Board of Experts, where he co-authored the certification scheme’s core evaluation criteria adopted as European Data Protection Seal by the EDPB.
