After the failure of the August 1991 coup in Moscow, he was appointed assistant and official Spokesman of the President of the USSR until his resignation in December 1991. He has taught as a Visiting Professor at the Sorbonne in Paris and Ritsumeikan University in Kyoto, and was a Senior Researcher at St Antony’s College, Oxford.
